Reduce activation delay of modules depending on player latency

Hi, just an idea I would like to propose.

Stuff like assault blink warp is very hard to use with average to higher ping. The 250 ms deleay for the ability makes it almost impossible for higher latency connections. If someone has a 100 ms (0.1 seconds) ping on average, the deleay could be shifted to 150 ms for that person to still give the 250 ms delay. Other activation delays could have simular adjustments. The average ping per player could be measured during a match itself.
