Tactical cruiser shield spam

Somehow, tactical cruisers are capable of having permanent energy to shields, even after direct hits by drain torpedoes. Since they're basically able to get permanent shields, the shield absorb percentage should get reduced so that an entire team focusing down 1 tactical cruiser sitting out in the open will actually be able to kill it.

Most classes can do this, there are briefings that refresh energy (Get My Good Side, Desperate Measures, Feedback Loop, Adrenalin Shot) and Tacs and Destroyers have a module called Energy Generator which will replace their energy once activated.

It's a module called energy generator. It's a counter module to energy drain.

purge or scramble them so it gives you a chance to neutralize them.

Ram or Assault Blink Warp works too, if you can get to them before dying.

Well that's primarily because plasma ram and assault blink are just overpowered modules in general. As much as tactical cruisers need counters, it shouldn't be in the form of instakill modules that completely ignore damage reduction.

Rams Have to get close. You have armor amp/lockdown and armor boost pulse to counter rams.
