So I have a jutland and I wanted to create a different loadout for my ship but when I try to select the same one, it doesn't allow it. Is it a bug?

The words developers will never say ^^
The main idea in this game is to use money to buy ships (profit for developers/publishers), or if you are so cheap, grind to eternity. In other words, if you want the same ship with a different loadout, you must either buy or grind another dreadnought and fit it in a different way.

That possibility got removed with the introduction of the tiers.
