Hmm that is a bit odd, but usually these problems stem from the billing address, or even just a zip code. If you haven't already, I'd submit a ticket to our games team so they can double check if there's a current issue related to this. This is due to UAC settings in Windows, but you should be able to whitelist Dreadnought. Here's a helpful link that walks you through the process:

This can be happening for a number of reasons, but if you're using wifi try using a cabled connection. It's also a good idea to make sure that Dreadnought is on your AV exceptions list.

They might need to reinstall DirectX, or C++ libraries for Visual 2015. Here are some links:

If you scroll down a bit where it says:
